Funded by the Government of Ontario, the Better Outcomes Registry & Network (BORN) is Ontario's prescribed perinatal, newborn and child registry with the role of facilitating quality care for families across the province. BORN collects, interprets, shares and rigorously protects high-quality data essential to making Ontario one of the safest places in the world to have a baby.

  • Facilitate and improve care for pregnant individuals, children and youth by linking information and providers to address care gaps spanning the spectrum from normal to high acuity and rare conditions.
  • Be an authoritative source of accurate, trusted and timely information to monitor, evaluate and plan for the best possible beginnings for life-long health.
  • Provide scientific and technical leadership for Ontario's perinatal, child and youth health system through the support of research and innovation.
  • Mobilize information and expertise to optimize care and contribute to a high-performing healthcare system, improving the lives of individual pregnant people and children.
 Purposes
  1. Identifying where certain Health Care Services have not been offered or made sufficiently available to Health Care Recipients to facilitate access to such services.
  2. Facilitating continuous improvement of Health Care delivery tools to minimize adverse outcomes for Health Care Recipients.
  3. Identifying where outcomes for Health Care Recipients are statistically discrepant with accepted norms.
  4. Enabling Health Care providers to improve care to Health Care Recipients by providing them with Reports to compare themselves with peers and/or benchmarks.
  5. Knowledge translation to improve the quality and efficiency of care for Health Care Recipients.
  6. Providing Health Care providers with comprehensive and timely Reports to support quality improvement, effective planning, administration, and management of Health Care delivery for Health Care Recipients.
  7. Enabling the provision of technologies within BORN Services to improve efficiencies, data accuracy, and data protection for Providers and Health Care Recipients.
  8. Creating and providing Reports:
  • for surveillance or to support local planning, coordination among providers, and implementation of provincial standards and guidelines.
  • to make Health Care service delivery easier and more efficient for Submitters, Health Care providers, and Health Care Recipients who receive such services.
  • for public use designed to help prevent disease or injury or to promote health;
  • to educate professionals involved in the delivery of Health Care; and
  • to educate potential Researchers interested in improving Health Care.”

BORN is funded by the Ontario Ministry of Health, administered by the Children's Hospital of Eastern Ontario (CHEO) and is active in every region of the province. As a prescribed registry under Ontario's Personal Health Information Protection Act, BORN safeguards data while making information available to facilitate and improve the provision of health care. To ensure all personal information is protected in accordance with privacy legislation and data-system standards, BORN is overseen by the Information Privacy Commissioner of Ontario.
